So i'm thinking your mod doens't let me modify any type of fallout. Strange thing, since that when i'm not using FNV4GB, only NVSE, Darnfied and MCM (On mod organizer) the game starts up normally. Just don't insult his eye, or he'll attack, and killing him will cause you to gain Freeside Infamy.

But if i remove the modifications i've done in fallout.ini, the game goes on normally. NOTE: Im sure many have realized that I have not been in the forums of late.
